Allow users to set Title on WAB's iFrames to comply with WCAG

WAB generates an iFrame on the page. According to WCAG, iFrames should include a "Title" attribute to be accesible. WAB Docking Porlet's configuration doesn't allow for such a title to be set, and it should.

    When reviewing, please keep in mind:

    - WebSphere Portal is supposed to allow you to create accessible websites. The current behavior goes against that principle.

    - Public Sector customers are legally obligated to provide accessible websites, both for citizens and for employees. The current behavior makes it difficult for them to comply with the law.

    - Other attributes like width and height for the iframe are already configurable, so adding one more configurable attribute can not be hard at all. Of course, allowing that title to support multiple languages is somewhat harder.
